For me, and this might not track for all players, I also put value on the extensive historical content that IMO really elevates an older game. IS has great faction variety, and the units are beautiful on the battle map. You're going to spend a lot of time on the battlefield and TC just doesn't have much different battle map content or faction differentiation.
IS is much harder imo, but I would recommend it. All the factions are totally redone to historical versions, economy's all reworked. IS has less of those mechanical changes (I think?), but otherwise it's a gut renovation of the whole game. There's some cool scripted stuff like civil wars and narrative events that have been put in as well. As time goes on, new mechanics will be added, and existing ones improved. There are some cool campaign things like coring provinces a la Paradox games, but otherwise it doesn't differ all that much from a vanilla plus experience. Total Conquest has completely custom scripts allowing us to depict things like Roman Civil War, Senate system, Garrison spawning, Recent Conquest penalties, Civilisation Mechanic, Area of Recruitment system and many others. It follows the currently en-vogue energy system to allow free play with built in time delays for recharging which players can skip by purchasing the premium currency with real money.
